A dev environment isn't necessary, but is very helpful, especially as it uses version control. You can do without it though, and just read the YAML section of the bike horn guide. You can do without it though, and just read the YAML section of the bike horn guide. hey, absoloutley no idea what the fuck this means. i followed the guide before i made the post, i just added to my server's prototype items folder by adding that "cum.yml" file.
